Reporting to the Manager, Human Resources, Ontario Veterinary College (OVC), the HR Payroll Administrator is responsible for providing a high level of customer service, ensuring employees are paid in a manner that is compliant, accurate, and timely. This includes ensuring accurate time and attendance reporting, applying payroll related legislation to a broad understanding of various employment scenarios, earnings types, processes, and procedures as well as the ability to apply professional expertise and judgment.   

 

The OVC HR Payroll Administrator will also serve as a subject matter expert in understanding OVC’s current time and attendance platform (OSCAR) and in the project work related to the design, testing and implementation of the University’s new time and attendance system (UKG) as part of phase 2 of the HRMS project. They will play a key leadership role in the transition to the new Time and Attendance system. 

 

This role will primarily support the Health Sciences Centre portfolio which contains approximately 450 employees and provide backup coverage and payroll support to approximately 475 OVC employees. This represents approximately $65M in personnel costs annually, excluding benefits. 

Duties and Responsibilities 

  • Processes bi-weekly payrolls from beginning to end in coordination with the HR Assistant while adhering to strict deadlines. 

  • Defines payroll requirements in related system(s) in accordance with the University policies, collective agreements, and adherence to government legislation. 

  • Evaluates and supports the testing of configuration changes in the payroll system on an ongoing basis to ensure functionality achieves business requirements. 

  • Responsible for entering all employee lifecycle changes related to the employee including personal data, employment information, appointment entries, and pay components. 

  • Creates and updates employee appointment information including processing contract extensions, contract terminations, workload adjustments, secondments, and general appointment data changes. 

  • Participates in audits, provide support to the Finance team and act as primary contact when necessary; design and implement internal controls to meet audit requirements; coordinate with the Finance team to design and obtain audit reports as required to support the payroll function.   

  • Maintains data integrity by coordinating with OVC/HSC, and Central Payroll teams where it is necessary to have corrections made.   
     

Requirements 

  • Three (3) years of post-secondary education in business, accounting, or similar course of study preferred.  

  • Three (3) years of progressive experience within a Human Resources or Finance department is preferred. 

  • Working towards or has obtained Certification with the Canadian Payroll Association (CPA) as a Payroll Compliance Practitioner (PCP) is preferred. 

  • Experience with UKG and Time Tracking or other in-house payroll systems will be considered. 

  • Demonstrated excellence applying collective agreements to all employees in each bargaining unit based on payroll requirements. 

  • Demonstrated ability to apply knowledge of provincial and Canadian Payroll Association (CPA) standards. 

  • Effective knowledge of computer skills and programs (Excel, Word and Outlook).
